European Accessibility Act in the Netherlands: what small online businesses need to know

How the EAA applies in the Netherlands: the national law, who enforces it, the fines, the microenterprise exemption and the duties that catch small businesses out.

Last checked: 3 November 2026. Guidance, not legal advice.

The law

Implementatiewet toegankelijkheidsvoorschriften producten en diensten (Stb. 2024, 87), in force since 28 June 2025.

Who enforces it

The ACM (Autoriteit Consument & Markt) for webshops and other e-commerce services; other regulators cover banking (AFM), e-books and media (Commissariaat voor de Media) and passenger transport (ILT).

Fines

Are small businesses exempt?

Exempt: fewer than 10 employees and annual turnover or balance sheet total of at most €2 million (Civil Code art. 6:230fc).
